Returns the base URL (either HTTP or HTTPS) of the Neurons for ITSM Application Server. For Neurons for ITSM Cloud customers, an example is https\://mycompany.saasit.com. (For Neurons for ITSM on-premise customers, your application administrator determines the URL of your Neurons for ITSM Application Server.)

In previous releases, this function was inconsistent and returned a URL with and without a trailing slash.  This function always returns a URL with a trailing slash.
